Kids movie from the 90s, I can't remember?

I won't be much help, cause I don't remember anything from the movie except this scene where this guy got stuck inside ice and only his finger is sticking out of the ice, and these little creatures (I forgot what they were but they were much smaller than him) jumped on his finger and wiggled it around so the iced thawed and the guy got out. Also I remember there were 3 bees or hornets, they were the bad guys... this movie was a cartoon from the 90s, i know I didn't give a lot of info :( I can't remember the name of this. Anyway, thanks for your help !
