My JRT just started lifting his leg to pee, but...?

he ends up peeing a little on his front leg. So he pees outside and on his puppy pads but he ends up smelling like pee. If I have to give him one more bath he's going to start hating me, but I can't leave him walkin around smelling like pee. What do I do???
